Technically, tomato bisque is a type of tomato soup. 

Tomato bisque is a heavier type of soup with more flavors. In addition to that, one of the main significant differences is that tomato bisque is a puree version of tomato soup with added cream. 

The main difference is the consistency: tomato bisque has a heavier texture, while a simple tomato soup has a lighter texture. 

Tomato soup is more often pureed; however, you can find chunky tomato soups aswell.

Health Impact
